वाशिम, दि. २५ (जिमाका) : जिल्ह्यात गतवर्षी झालेल्या अवेळी पावसामुळे सोयाबीन पिकाचे नुकसान झाल्याने आगामी हंगामात पेरणीसाठी शेतकऱ्यांना पुरेसे घरगुती बियाणे उपलब्ध होण्याची शक्यता कमी आहे. त्यामुळे कृषि विभागाने योग्य नियोजन करून जिल्ह्यातील सर्व शेतकऱ्यांना दर्जेदार बियाणे आवश्यक पुरेशा प्रमाणात उपलब्ध करून देण्याच्या सूचना पालकमंत्री शंभूराज देसाई यांनी दिल्या.

पालकमंत्री श्री. देसाई यांच्या अध्यक्षतेखाली जिल्हास्तरीय खरीप हंगाम पूर्व तयारीचा आढावा घेण्यासाठी व्हिडीओ कॉन्फरन्सिंगद्वारे बैठकीचे आज, २५ एप्रिल रोजी आयोजन करण्यात आले होते. यावेळी ते बोलत होते. केंद्रीय मनुष्यबळ विकास राज्यमंत्री संजय धोत्रे हे अकोला येथून या बैठकीत सहभागी झाले होते. वाशिम येथून जिल्हा परिषद अध्यक्ष चंद्रकांत ठाकरे, खासदार भावना गवळी, आमदार अमित झनक, जिल्हाधिकारी हृषीकेश मोडक, जिल्हा परिषदेचे मुख्य कार्यकारी अधिकारी दीपक कुमार मीना, पोलीस अधीक्षक वसंत परदेशी बैठकीत सहभागी झाले होते.

पालकमंत्री श्री. देसाई म्हणाले, जिल्ह्यात सोयाबीनची पेरणी मोठ्या प्रमाणात होते. मात्र, गतवर्षी झालेल्या अवकाळी पावसामुळे सोयाबीनचे नुकसान झाल्याने शेतकऱ्यांना चांगल्या दर्जाचे घरगुती बियाणे पुरेशा प्रमाणात उपलब्ध होणार नाही. त्यामुळे याबाबतची माहिती संकलित करून आवश्यक प्रमाणात बियाणे उपलब्ध करून देण्याचे नियोजन करावे. तसेच सध्या शेतकऱ्यांकडे उपलब्ध असलेल्या घरगुती बियाणांची उगवण क्षमता तपासणीसाठी कृषि विभागाने विशेष मोहीम राबवावी. जेणेकरून आगामी खरीप हंगामात शेतकऱ्यांचे नुकसान होणार नाही. तसेच खरीप हंगामात बोगस बियाणे, खते व कीटकनाशकांची विक्री होवू नये, यासाठी सुद्धा विशेष प्रयत्न करणे आवश्यक आहे. याकरिता जिल्ह्यात प्रत्येक तालुक्यात भरारी पथके नेमावीत. अशाप्रकारे बोगस बियाणे, कीटकनाशके व खते विक्री करणाऱ्यांवर कडक कारवाई करावी, अशा सूचनाही त्यांनी यावेळी दिल्या.

खरीप हंगामात १६०० कोटी रुपये पिक कर्ज वितरीत करण्याचे उद्दिष्ट ठेवण्यात आले असून प्रत्येक पात्र शेतकऱ्याला पिक कर्ज उपलब्ध होण्यासाठी बँकांनी पुढाकार घ्यावा. सर्व बँकांना देण्यात आलेले उद्दिष्ट पूर्ण करण्यासाठी सूक्ष्म नियोजन करून जिल्हा उपनिबंधक सहकारी संस्था व अग्रणी बँकेचे व्यवस्थापक यांनी नियमितपणे पाठपुरावा करावा, अशा सूचनाही पालकमंत्री श्री. देसाई यांनी यावेळी दिल्या.

केंद्रीय राज्यमंत्री श्री. धोत्रे म्हणाले, शेतकऱ्यांना खरीप हंगामात योग्य वेळी कर्ज उपलब्ध होणे आवश्यक आहे. त्यादृष्टीने सर्व बँकांनी कर्ज वाटपाचे नियोजन करून त्यानुसार प्रत्येक पात्र शेतकऱ्याला पिक कर्ज मिळेल, याची खबरदारी घ्यावी. जेणेकरून पिक कर्ज वाटपाबाबत कोणत्याही शेतकऱ्यांच्या तक्रारी येणार नाहीत. तसेच वन्यप्राण्यांमुळे होणारे पिकाचे नुकसान टाळण्यासाठी उपाययोजना करण्याच्या सूचनाही त्यांनी दिल्या.

श्री. ठाकरे म्हणाले, जिल्ह्यात राष्ट्रीय फलोत्पादन अभियान अंतर्गत झालेल्या सामुहिक शेततळ्यांमध्ये अस्तरीकरणसाठी वापरलेली ताडपत्री जुनी होवून ती खराब झाली आहे. त्यामुळे शेततळ्यातून पाण्याचा अपव्यय होत आहे. त्यामुळे कृषि विभागाच्या माध्यमातून जुन्या सामुहिक शेततळ्यांच्या अस्तरीकरणासाठी ताडपत्री उपलब्ध करून देण्याबाबत कार्यवाही करावी.

खा. गवळी म्हणाल्या, जिल्ह्यात महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार हमी योजना तसेच पालकमंत्री पांदन रस्ते योजनेतून पांदन रस्त्यांची कामे लवकरात लवकर पूर्ण करावीत. जेणेकरून शेतकऱ्यांना त्यांच्या शेतमालाची वाहतूक करण्यासाठी मदत होईल. पांदन रस्त्यांची कामे अधिक गतीने व मोठ्या प्रमाणात करण्यासाठी स्वयंसेवी संस्थांचे सहकार्य मिळविण्यासाठी प्रयत्न करणार असल्याचे पालकमंत्र्यांनी यावेळी सांगितले.

आ. झनक म्हणाले, शेतकऱ्यांना यंदा चांगल्या दर्जाचे बियाणे उपलब्ध करून द्यावे. तसेच बियाणे व खते विक्री करतांना होणाऱ्या लिंकिंगसारख्या प्रकाराला आळा घालण्यासाठी प्रयत्न करावा. त्याचबरोबर मुंगळा येथील काही शेतकऱ्यांचा संत्रा गुजरात व तेलंगाना राज्यात अडकला असल्याचेही त्यांनी सांगितले. त्याची तातडीने दखल घेत पालकमंत्री श्री. देसाई यांनी गुजरात व तेलंगाना राज्याच्या मुख्य सचिवांशी बोलून हा विषय मार्गी लावण्यासाठी प्रयत्न करणार असल्याचे सांगितले.

खरीप हंगाम पूर्व तयारीची माहिती देताना जिल्हा अधीक्षक कृषि अधिकारी शंकर तोटावार म्हणाले, जिल्ह्यात ४ लक्ष १५ हजार हेक्टर क्षेत्रावर पेरणी प्रस्तावित असून याकरिता २ लक्ष १२ हजार ७२८ क्विंटल बियाणाची आवश्यकता भासणार आहे. सार्वजनिक, खासगी व शेतकरी उत्पादक कंपन्यांच्या माध्यमातून २ लक्ष २१ हजार ३७४ क्विंटल बियाणे जिल्ह्यात उपलब्ध होईल. जिल्ह्याचे प्रमुख पिक असलेल्या सोयाबीनची पेरणी २ लक्ष ९६ हजार हेक्टर क्षेत्रावर प्रस्तावित असून याकरिता ७७ हजार ७१६ क्विंटल बियाणाची आवश्यकता आहे. जिल्ह्यात सोयाबीनचे ८३ हजार ३६२ क्विंटल बियाणे उपलब्ध होईल. तुरीचे ५३ हजार ९०० हेक्टर क्षेत्र प्रस्तावित असून याकरिता ३ हजार ६३८ क्विंटल बियाणे उपलब्ध करून देण्याचे नियोजन करण्यात आले. तसेच खरीप हंगामासाठी ५० हजार मेट्रिक टन रासायनिक खताची मागणी नोंदविण्यात आली असून ५६ हजार २९० मेट्रिक टन रासायनिक खताला मंजुरी मिळाली असल्याचे त्यांनी सांगितले.

अमरावती येथून कृषि सहसंचालक सुभाष नागरे हे सुद्धा व्हिडीओ कॉन्फरन्सिंगमध्ये सहभागी झाले होते. वाशिम येथून महावितरणचे अधीक्षक अभियंता विनोद बेथारीया, पाटबंधारे विभागाचे प्रभारी अधीक्षक अभियंता प्रशांत बोरसे, जिल्हा अग्रणी बँकेचे व्यवस्थापक दत्तात्रय निनावकर, प्रभारी जिल्हा उपनिबंधक सहकारी संस्था श्री. गडेकर हे सुद्धा यावेळी उपस्थित होते.

Make quality seeds available during Kharif season - Guardian Minister Shambhuraj Desai

Washim, Date 25 (DIO) - Due to the loss of soybean crop due to unseasonal rains in the district last year, it is unlikely that farmers will have enough domestic seeds for sowing in the coming season.  Therefore, Guardian Minister Shambhuraj Desai instructed the Department of Agriculture to make quality seeds available to all the farmers in the district through proper planning.

A meeting was held today, on April 25, under the chairmanship of Guardian Minister Shri Desai to review the preparations for the district level Kharif season through video conferencing.  This time he was talking.  Union Minister of State for Manpower Development Sanjay Dhotre was present at the meeting from Akola.  From Washim, Zilla Parishad President Chandrakant Thackeray, MP Bhavana Gawli, MLA Amit Jhanak, District Collector Hrishikesh Modak, Zilla Parishad Chief Executive Officer Deepak Kumar Meena, Superintendent of Police Vasant Pardeshi were present at the meeting.

Guardian Minister Shri.  Desai said soybean sowing was rampant in the district.  However, due to unseasonal rains last year, soybeans were damaged and farmers were not getting enough good quality homegrown seeds.  Therefore, the information should be collected and plans should be made to provide the required quantity of seeds.  Also, the Department of Agriculture should launch a special campaign to check the germination capacity of domestic seeds currently available to farmers.  So that the farmers will not suffer in the coming Kharif season.  Special efforts should also be made to prevent the sale of bogus seeds, fertilizers, and pesticides during the Kharif season.  For this, huge squads should be appointed in every taluka of the district.  He also said that strict action should be taken against those selling bogus seeds, pesticides, and fertilizers.

The target is to disburse crop loans of Rs 1,600 crore during the Kharif season and banks should take the initiative to make crop loans available to every eligible farmer.  In order to fulfill the objectives given to all the banks, the District Deputy Registrar of Co-operative Societies and the managers of the leading banks should follow up regularly, said the Guardian Minister Shri. Desai. 

Union Minister of State Shri.  Dhotre said farmers need to get loans at the right time during the Kharif season.  Therefore, all banks should plan for loan disbursement and ensure that every eligible farmer gets crop loan accordingly.  So that there will be no complaints from any farmers regarding crop loan allocation.  He also suggested measures to prevent crop damage caused by wildlife.

Mr.  Thackeray said that the tarpaulin used for lining the collective farms under the National Horticulture Mission in the district has become old and damaged.  As a result, water is being wasted from the farm.  Therefore, action should be taken through the Department of Agriculture to provide tarpaulin for the lining of old collective farms.

  MP Mrs. Gawli said that the works of Mahatma Gandhi National Rural Employment Guarantee Scheme and Guardian Minister Pandan Raste Yojana should be completed in the district as soon as possible.  So as to help farmers to transport their farm produce.  The Guardian Minister said that he would try to get the cooperation of NGOs to speed up the work of Pandan Road.

  MLA Mr.Jhanak said that farmers should be provided good quality seeds this year.  Also, try to curb the kind of linking that happens when selling seeds and fertilizers.  He also said that the oranges of some farmers in town Mungala were stuck in Gujarat and Telangana.  Taking immediate notice of this, the Guardian Minister Shri.  Desai said he would try to sort out the issue with the chief secretaries of Gujarat and Telangana.

  Giving information about the pre-Kharif season preparations, District Superintendent of Agriculture Shankar Totawar said that sowing is proposed on an area of 4 lakh 15 thousand hectares in the district and for this 2 lakh 12 thousand 728 quintals of seeds will be required.  2 lakh 21 thousand 374 quintals of seeds will be available in the district through public, private and agricultural production companies.  Sowing of soybean, the main crop of the district, is proposed on an area of 2 lakh 96 thousand hectares and for this 77 thousand 716 quintals of seeds are required.  83 thousand 362 quintals of soybean seeds will be available in the district.  An area of 53,900 hectares of turi is proposed and for this, it was planned to provide 3,638 quintals of seeds.  He also demanded 50,000 metric tonnes of chemical fertilizer for the Kharif season and 56,290 metric tonnes of chemical fertilizer has been approved.
